BRILLIANT MAYORS

Abbas Naaseri / Years ago, when we reviewed the calls for festivals or used to see closing ceremonies photos and celebrations photos, we found that many cartoon festivals and other events  organized by the municipalities of cities around the world. Events like Nasreddin Hodja, Word Press, Sokobanja, Olive, Mugla, Satyrikon, and more were either organized by these municipalities or played effective role in holding them , that some of them  thriving today.

The mayors of that era considered cultural, artistic, and social activities essential for enhancing urban culture, happiness,  joy, exhilaration, and hope in the lives of citizens, alongside urban engineering and development.

Has the golden age of those mayors come to an end? Have the doors to think tanks and specialized advisory groups in cultural, artistic, and social fields become sealed? Has the economic crisis impacted municipalities? The budgets of municipalities barely suffice for paving roads and urban development, let alone for mayors to delve into the problems of the culture of the city and its citizens. Numerous other reasons can be named.

In the past, mayors and their advisors sought to leverage the powerful artistic tools within their cities to introduce their towns to the country and the world through art. They regarded art as one of the principal instruments for enhancing tourism and attracting investors. Creative cities in music, film, cartoons, theater, and more emerged.

Currently, in some municipalities, instead of creating new works, efforts are focused on past archives, and if new work does production, the fees for artists are in the long time and hardly payed.

In today’s world, for instance, Berlin is recognized as the best city in terms of transportation systems, Sydney as friendly to individuals with disabilities, Singapore as the smartest city, Copenhagen as the greenest in energy consumption, and Tokyo as the most creative city globally. Undoubtedly, with  planning and a multi-year vision, a city can market itself as the most artistic place in the world and succeed at least in tourism and investment attraction.

Nonetheless, municipalities worldwide are responsible for cultural, artistic, and social issues, and whether independently or in collaboration with other organizations, they must address this mission.

In this regard, cartoon and caricature festivals, with their capacity for joy creation and international language, have always remained a priority and can effectively contribute within the legal frameworks and facilities available to mayors.
