VIOLATION OF REGULATIONS OR IMPERFECTION OF REGULATIONS?
Abbas Naaseri / We need to find the culprit once and for all.
Over the years, we have witnessed the results of judging festivals that do not follow the announced regulations, and no one is held accountable.
Discussion in my writing is independent of judgments, similarities, etc.
Generally, there are clauses in the festivals' announced regulations that are not fully followed when announcing the results. Phrases like "Submitted works must not have been previously published" or "Submitted works must not have previously won an award" are disregarded.
Due to the existence of these regulations, again, we can see this kind of artwork in between the exhibitions and award winners that we have seen numerous times before.
Who is to blame for this issue? we can not find a single culprit for this problem. On one hand, the artists who knowingly bypass regulations for various reasons are at fault. They do this and hope nobody will notice this action, so they violate the rights of their fellow artists.
However, given that many artists are not following the rules — either by intentionally disregarding them, failing to read the guidelines, or submitting work based solely on the theme — what is the solution?
The main culprits here are the festival organizers. If they don't have the expertise to identify this kind of work, they shouldn't include such clauses in their rules. Experience has shown that after results are announced and issues are clarified, awards are rarely revoked. These clauses often end up violating the rights of artists who have followed all the rules.
It seems that this clause needs to be revised.
An artist creates valuable work that may not align with the judges' preferences in a festival and may not be won. Despite this, under this clause, artists may no longer be able to showcase that work anywhere else. This clause should be removed. Additionally, the clause stating that the work must not have previously won an award, the criterion should be based on the main award, not appreciation or non-original awards.
As the number of reputable festivals decreases each year or their prizes diminish, we must make greater efforts to ensure these events are held more correctly.
